NMIS Honored at PSEF 2026 for Strengthened Human Resource System

The National Meat Inspection Service (NMIS), through its Administrative Division, participated in the Public Service Excellence Forum (PSEF) 2026 held on January 13–14, 2026, at Widus Hotel, Clark, Pampanga. The two-day forum opened with a series of insightful and thought-provoking plenary sessions highlighting innovations and best practices in public service. During the event, NMIS was among the eighteen (18) government agencies conferred with the Bronze Award for attaining Maturity Level II across the four (4) core Human Resource (HR) systems: Recruitment, Selection, and Placement; Learning and Development; Performance Management; and Rewards and Recognition.

PRIME 2026

The Bronze Award was received by Officer-in-Charge, Executive Director Dr. Roberto S. Umali, together with Officer-in-Charge, Administrative Division Ms. Katheryn S. Perez; Human Resource Management Section Ms. Jannilyn S. Villaflor, Ms. Mary Rose T. Delijero, and Human Resource Development Unit Ms. Romadell M. Angeles. The recognition underscores NMIS’ sustained commitment to strengthening its human resource management systems and institutionalizing a culture of HR excellence. In August 13, 2025, NMIS was officially recognized for achieving Maturity Level II under the enhanced Program to Institutionalize Meritocracy and Excellence in Human Resource Management (PRIME-HRM) framework. PRIME-HRM is a flagship initiative of the Civil Service Commission (CSC) that aims to elevate HR maturity in government agencies by ensuring HR systems are aligned with the principles of merit, competence, and performance-driven governance.
